Based on experiences I may say that taking night photos in Warsaw, have to be split in two sections. Altough, this city never sleeps, road traffic dimishes after 9pm (of course depending on season and choosen location). More or less after the 10pm traffic, can be so little that you have to wait few minutes to have oportunity to take those nice " car light smuges" picture. But taking architecure on your aim, is another problem, as before midnight, pedestrians can be annoying. Lot of patience is required, to survive night photo run in Warsaw.
Good news is, that there are, many pubs, restaurants, and other buissneses, that can make your "break" much nicer.
